It's a clean, merit-plus-preference algorithm — no luck involved. The engine processes students strictly in rank order. When your turn comes, it scans your choice list from choice 1 downward and allots the first choice that still has a seat available to your category. Everything below that is ignored; everything above it was simply already full. Two consequences follow. First, your order matters more than anything — put your genuine preference at the top, because you'll never get choice 5 if choice 3 was available. Second, someone with a better rank can never be "blocked" by you, so there's no gaming the order — just be honest about what you want.
